MINUTES OF THE MEETING OF SYWELL PARISH COUNCIL HELD ON TUESDAY 6th September 2011 in the Village Hall
4 Matters Arising:
1 The problem of parking in the lay by would be followed up.
2 Councillor Parnell is to meet the dog warden about the problem of dog excrement.
3 It was agreed to buy a planter which a resident would stock and maintain up to a value of £250.
4 The potholes in the car park are about to be repaired.
5 The application for Overstone Road has gone to appeal.

6 Police Matters:
The police are looking into the problem of parking in Bembridge Close.
7 Planning:
As a result of the site visit it was agreed that there should be no objection to the application for 59 Overstone Road. The council did ask for the following conditions to be attached.
Minimum loss of stone wall and the entrance to be restored using original stone.
No more loss of trees on the site
Removal of permitted development rights.
Councillor Herrick felt that the issues that had arisen as a result of this application showed the urgent need for a Parish Plan. It was agreed that Councillors Herrick and Coles should organise a meeting and invite others to join.
8. TPOs
Councillor J Bass reported that a TPO could be obtained within 24 hours.
9 Report from JCC
Councillor J Bass reported that Wellingborough had set up a working party on the aerodrome. It was hoped to report within 6 months.
10 Playing Field
Councillor Parnell reported that the equipment had been inspected and was safe. He also reported that the zip wire had been immobilised until the inspection was carried out.
Councillor E Bass commented how much people liked the improvements.
Councillor Parnell reported that Park Landscapes will redo the paths and under the benches.
11 Social Committee
No further functions are planned at the moment. The Village show was pulicised and the Sywell Strollers are going strong.
12 Village Hall
Councillor Muttock reported that the porch and the kitchen floor had been done.
The committee is trying to sort out storage.
Lettings are up.
13 Highways
The pavement damage is being followed up.

15 Borough Councillors Comments
Councillor J Bass reported that there was to be training on the Localism Bill.
He also reported that a committee had been set up to look at the smell problem from the sewerage works and the sewers at The Lakes.
16 Lighting:
The gas type lamps need cleaning.
